Phase I Study
A Phase I Study is the perfect tool to help you determine the scope and total installed cost of any potential project including a new facility, plant expansion, retrofit, equipment relocation, or any other project where knowledge of the overall cost is critical and necessary to establish if the project is justifiable.
The most important step in performing a Phase I Study is to fully define and document the project scope of work. The project’s ultimate goal is easily defined (i.e. a plant expansion to add a new reactor system) however the potential consequences must be analyzed such as building code requirements, environmental requirements, utility requirements and available capacity, site traffic flow, and raw material/ product handling. In some cases, the owner may know the answer to certain issues but not all. A Phase I Study can be configured to compliment the knowledge already attained by the client, or portions of the project the client wants to scope and estimate, and focus on those areas they need assistance with.
At PENTA, our typical Phase I Study report may include the following documentation, depending on the needs of the specific owner and project:
- Executive Summary
- Project Scope – a written description of the process, facilities and control philosophy
- Cost Estimate Basis
- Total Installed Cost Estimate
- Process and Utility PFDs and P&IDs
- Site Plan
- Equipment Arrangements
- Equipment and Motor List
- Equipment Data Sheets
- Equipment Vendors' Budget Quotations
- Instrument List
- Electrical Single Line Diagram
- Preliminary Project Schedule for detail engineering, procurement, construction and startup.
The amount of documentation required will vary from project to project and may include more or less documentation than shown above, depending on the desired level of accuracy for the total installed cost estimate. We recommend preparing datasheets for process and utility equipment and soliciting quotes for this equipment. This approach provides firm pricing for 30% - 45% of a typical project cost.
At PENTA, our approach to completing a Phase I Study typically involves:
- Plant visit(s) to collect the necessary field information.
- Determine building code requirements.
- Specifying the major process, utility and electrical equipment.
- Soliciting quotes and selecting the major process, utility and electrical equipment.
- Performing sufficient engineering to develop preliminary Process, Civil, Structural, HVAC, Mechanical, Piping, Electrical, Instrumentation, and Controls designs as needed for the cost estimate.
- Estimating the equipment and labor costs for the installation of new and relocated process equipment.
- Estimating the demolition of existing and installation of new concrete foundations, structural steel, buildings, mechanical, piping, electrical power, instrumentation, and controls associated with the proposed project scope as required to support the cost estimate.
Each project and Phase I Study is unique. Let PENTA review your specific needs and we can develop a proposal for you to prepare a Phase I Study that addresses these needs. We can leverage our experience to assist you with the most cost effective way to achieve your goals.
